ILO official praises Hu's commitment to social welfare

BEIJING - A senior official with the International Labour Organization (ILO), a specialized agency of the United Nations, spoke highly of Chinese President Hu Jintao's pledge to promote employment and social security for all citizens.

In his speech at a grand gathering marking the 90th anniversary of the founding of the Communist Party of China on July 1,,wholesale POLO Ralph Lauren SERIES, Hu said China "will give priority to promote employment, accelerate the development of social security and healthcare".

He added that the government will "make more efforts to regulate income distribution and strive to ensure that all people enjoy the right to education, employment, and medical and old-age care".

Ann Herbert, director of the ILO Country Office for China and Mongolia, told China Daily in an exclusive interview that the country has made tremendous progress in the fields of labor protection, employment promotion and social security in recent years, thanks to the government's commitment to achieving full and productive employment for all.

China's response to the global financial crisis - combining investment to stimulate employment, labor protection measures and the extension of social security coverage - had greatly mitigated the impact of the crisis on China and provided a good example for other countries to learn from, she said.,the north face jackets,

Commenting on this, Herbert said additional measures are needed to ensure Chinese workers enjoy a fair share of the country's booming economy.

Wage bargaining between workers and employers, more training and retraining opportunities for workers to help sustain productivity improvements, innovation in human resources management to encourage collaboration, consultation and dialogue with workers will all help to close the gap, she added.

Herbert said her organization has been cooperating with Chinese partners in promoting equal opportunities and treatment in employment, strengthening labor inspection services, building sound labor relations and improving employment services and workers' access to social services.

Following the ILO Global Campaign on Social Security and Coverage for All, China has made remarkable progress in extending the social insurance system from urban to rural areas, she said.

Herbert said although China has made great progress in protecting workers' legitimate rights, discrimination based on gender, age and social origin still exists in the labor market.

"For example,,5816 Style Women Boots, migrant workers still face unequal treatment in employment and access to social services in spite of concerted efforts by the government and social partners," Herbert said. "Ensuring equal pay for work of equal value remains a challenge as well."

She also pointed out that many preventable workplace accidents happen every year in China and more attention should be paid to reducing the incidence of occupational diseases.

"Much remains to be done to strengthen work safety, to develop a preventive safety culture at work and to enhance occupational safety and health administration and inspection," she said.

As labor disputes continue to rise, Herbert suggested that sound labor relations through which workers' rights are protected, working conditions improved and mechanisms put in place to prevent and resolve disputes are the key to more harmonious social development.

"I am confident that China has both the vision and the capacity to address these issues, and I expect to see great progress in the coming years," she said.

16 Suspected 'Anonymous' Hackers Arrested in Nationwide Sweep

Sixteen suspected members of "Anonymous" were arrested this morning in states across the country, from California to New York, in a federal raid on the notorious hacking group.

The arrests Tuesday, first reported by FoxNews.com, are part of an ongoing investigation into Anonymous, which has claimed responsibility for numerous cyberattacks against a variety of websites, including Visa and Mastercard.

The Department of Justice, in announcing the arrests and more than 35 search warrants in the case, said the case stemmed from an alleged cyberattack on the website PayPal over its action against controversial group WikiLeaks, one of the inspirations for the hacker group Anonymous.

Fourteen of the arrests were identified in the same indictment out of California, while two separate criminal complaints filed out of courts in Newark, N.J., and Tampa, Fla., name the two other alleged hackers. All are believed to have been involved in carrying out nationwide coordinated distributed denial of service (DDoS) attacks on multiple high-profile, billion-dollar companies.

"In retribution for PayPal’s termination of WikiLeaks’ donation account, a group calling itself Anonymous coordinated and executed distributed denial of service (DDoS) attacks against PayPal’s computer servers using an open source computer program the group makes available for free download on the Internet," the Justice Department said in a news release.

Baby JaMichael was the heaviest baby to be born at Good Shepherd Hospital in Longview, and reportedly the largest newborn in the Lone Star State.

Johnson and her fiance, Michael Brown, knew that a big baby was coming soon. Two weeks before her Caesarean delivery, Dr. John Kirk, Johnson's obstetrician, said he expected the baby to weigh 12 or 13 pounds. But JaMichael even surprised the doctor.

"He was much larger than expected," said Kirk, explaining how JaMichael was the biggest baby he had ever delivered. "Both his mother and father are large people, and she was diagnosed with gestational diabetes, which contributed to the baby's size."

"I'm just excited that he's here," said Johnson.

Johnson delivered her baby a week early. Kirk said delivery wasn't induced before that because the staff needed to wait for JaMichael's lungs to fully mature.

"While infants of diabetic mothers are large in size, their organ function is not more developed," said Dr. Manuel Porto, a professor and chairman of obstetrics and gynecology at University of California at Irvine. "In fact, their lung development may be delayed. Early delivery can lead to respiratory problems for the newborn."

China's auto industry

Due to the removal of government incentives, purchase limits in some cities and rising oil prices, auto sales registered a 3.25-percent year-on-year growth rate in the first half of the year after surging 30 percent in 2010 and 50 percent in 2009. Home-grown brands were badly hit as consumers turned to foreign brands for better quality and performances.

Beijing created a car-quota system to combat traffic woes in January, allowing only 240,000 new cars to be registered in the city this year, compared with the 800,000 new automobiles that took to the streets in 2010.

"It is a certain stage that the sector has to go through, though a difficult one," Zhang said.

Guan Xin, dean of Auto Engineering School of Jilin University, was positive about the future of home-grown brands.

"The country's auto market still fosters huge potentials as the demand is strong," said Guan, adding that the cause behind the drop is the backward technologies and the problem will be resolved as the sector makes technological advances.

Meanwhile, Zhang suggested that home-grown brands should not rely on policies for growth as the country's auto market is a quite open one.

"Industry restructuring is inevitable. Products and enterprises that fail to withstand the test of the market should be weeded out," Zhang said, adding that policy support should only be limited to technological research such as in the component sector.
